Ownership is not to be confused with having control over a territory, which is typically the owner but can also be an enemy occupier during times of war.
Uncolonized territories are not necessarily uninhabited and can be colonized by neighbouring countries to directly take ownership of them. Most territories can have an owner and be colonized, or not be owned by any country at all unowned territories are considered uncolonized.
